WALTER MARCH
PRESIDENT & CEO


Mr. March has more than 30 years’ experience is M&S and Operational Test and Evaluation. He has been supporting the Department of Defense (DOD) since 1985 focused on the USAF, OSD and the joint/multi-service community to engineer analysis environments for weapon system requirements and capability development/evaluation. His T&E efforts included the B-2 bomber, F-22 fighter, and other specialized programs. He lead a contractor team for AFOTEC for B-2 Initial/Final Operational Test and Evaluation (I/FOT&E) and Force Development Evaluation (FDE) efforts for the B-2 bomber focused on test plan development, pre-test planning, test execution, data reduction, data analysis and report writing. Mr. March developed and executed the B-2 OT Accreditation Plan receiving approval from the AFOTEC/CC. He has a degree in Aerospace Engineer from NC State University and a Master Degree in Systems Engineering from the Air Force Institute of Technology.


His current technical duties include systems engineering and test expertise in all aspects of the tactical execution of projects and strategic direction to achieve the goals of the USAF and the Department of Defense. One major focus area is the design, development and execution of Systems of Systems (SoS) analysis efforts — for example, ISR, IAMD, CAS, JPR and DCA/OCA — and how advanced technologies are integrated with the legacy force structure providing decision support to the USAF/DoD acquisition and T&E community.


Walter is extremely proud to lead a team of CCAT professionals executing complex projects for the DoD. As the President, CEO and Chairman he works to ensure compliance with various government agencies (i.e. DCAA) and focuses on long term sustainable growth for the CCAT family.

BRAD DUNAWAY
VICE PRESIDENT & CFO


Mr. Dunaway earned his M.B.A from the University of Dayton and his B.S. in Computer Science from Wright State University. Before joining CCAT, he was vice president of a Fortune 500 defense contractor. Mr. Dunaway’s primary technology focus areas include modeling and simulation, software engineering, data fusion, data and system modeling, and large-scale distributed systems.

ROBERT "ROBBIE" BEAN
VICE PRESIDENT & DIVISION MANAGER
Special Mission Division


Robbie has extensive experience in multiple leadership positions within the Special Operations community including Research Development, Test and Evaluation, Rescue operations and operator training development. His subject matter expertise guided test for the $3 Billion HH-60G recap program and he has led a 275-person training facility with a budget of 35 million annually. Robbie Co-Authored, “Designing for extreme activities in extreme environments” and won the David M. Clark Technology Transition Award for his work with the Battlefield Air Targeting Man-Aided Knowledge Team (BATMAN). He developed the ground-breaking Battlefield Airmen Trauma Distributed Observation Kit (BAT DOK) concept and worked with AFRL to bring the device to DoD.

Mr. Bean is retired from the US Air Force and has over 29 years of experience as a Pararescue Specialist, He was the Pararescue Team Leader for the combat rescue of a downed F-16 pilot in Bosnia and for his heroism was awarded the Distinguished Flying Cross with Valor. He has deployments in support of Operations Desert Shield, Desert Storm, Provide Comfort, Northern Watch, Southern Watch, Provide Promise, Deny Flight, Allied Force, Noble Eagle, Enduring Freedom and Iraqi Freedom.

Robbie is focused on bringing special mission operations into the future using advances in technology to strengthen mission capabilities.

BRANDON WILSON
VICE PRESIDENT & DIVISION MANAGER

Mr. Wilson is a combat veteran with over 27 years of joint and Marine Corps Air Command and Control experience, and his technical expertise includes joint air and missile defense, tactical command and control operations, data exchange, and architectures. Since 2006, he has been a major contributor to the development of distributed test processes at the 46th Test Squadron Data-link Test Flight. He spent 12 years serving as a senior operations analyst on the Joint Staff All Service Combat Identification Evaluation Team, the United States Joint Forces Command Joint Combat Identification Evaluation Team, and the Joint Fires Integration and Interoperability Team.

ED KULAS
VICE PRESIDENT & DIVISION MANAGER
Hampton Roads Division


Mr. Kulas leads the information security teams for distributed development, experimentation, and test events such as AGILE Fire and JEFX. He has pioneered tailored processes and policy certification and accreditation of facilities and systems supporting these events. He has led teams of information assurance experts to align the appropriate controls to phases of the acquisition cycle to foster the affordable incremental building of information security into emerging capabilities. Ed retired after 24 years of service in the USAF as a communications officer. Mr. Kulas has a B.S. in electrical engineering from Southern Illinois University-Carbondale, and an M.S. in engineering management from the University of Missouri-Rolla.

GREG TACKETT
VICE PRESIDENT & DIVISION MANAGER
Huntsville Alabama Division


Mr. Tackett is a retired member of the US Army Senior Executive Service with over 33 years of modeling and simulation, test and evaluation, and systems engineering experience. His technical expertise includes air and missile defense, close combat weapon systems, networked fires, and Army aviation. Mr. Tackett served as the Director of the U.S. Army Aviation and Missile Research, Development, and Engineering Center’s System Simulation and Development Directorate for 7 years, and as the Director of the Ballistic Missile Defense System Operational Test Agency for 3 years. His also served in Navy and Army labs and project offices. Mr. Tackett holds a B.S. in physics from Mississippi College and an MBA from the University of Tennessee.
